What EXACTLY happens when you try to boot into safe mode??

When I had this problem...Whenever I went to Start, Run, Msconfig...
the msconfig screen briefly flashed and wouldn't allow me to
access it.

Eventually I downloaded an update that somehow allowed me
to get there and also to get into the registry. Problem solved.
