Friend having computer trouble; reinstalled windows and everything went awry

Note: This is unrelated to my other post about a friend's computer. This is a different friend, and a different computer.

So my friend reinstalled windows xp with his restoration disc from Dell, and now it's acting wierd. Whenever he drags a window around, it skips; as if there were something wrong with the refresh rate. Oddly enough, the skipping is minimal with the task manager window. I have him connected to my internet connection through a hub, and now he isn't getting any internet connection. I pinged it and he's both sending and receiving packets just fine. I went into network connections, and there were none. When I tried creating a new one, it would take me through the whole process, but after I clicked finish, no new connections would generate.

Where do I start with this?

Find the Dell "Driver" CD and install the Video Card and Ethernet drivers. It sounds like its not using hardware accelerated graphics (graphic stutter) and it's not recognizing the NIC (ethernet driver).

I've formatted enough Dell machines to know that their "Recovery" CD blows and you usually need to use the rest of the CDs in their package too.

Yea it's the recovery CD that ain't. It's a copy of WinXP on one CD and a driver disc on another CD. Even better is that sometimes they don't bother to ship the CDs and you need to request them.
