Do you have plants in your apartment, such as English Ivy? I had it in my house and kept seeing little bugs. Come to find out it was the plants.

Use a flea bomb, available from the local vets. Just turn em on, leave house for a few hours, and come back.

Plants/fish are OK, any other pets you might want to stick outdoors for a while.
