Still say Sideshow Bob in a plot to kill Bart (as stated in the thread about the topic).

I think that would be the only way to keep it silly enough to work and not be too preachy in the political stance.

Ya never know it maybe Mayor Quimby, Krusty, or Homer, himself, and he doesn't realize what he's doing.
