I would think it's only illegal if he tries to sell them.

I wonder why he used dollar bills? Is it because they are cloth instead of paper? I would think doing this to stacks of white or colored paper would look better (or at least be less distracting).

Yes. Defacing currency carries a fine of exactly the amount you deface. This law never has to be enforced; it is your money that you are defacing!
